Utah Gov. Jon Huntsman Jr.'s signature to a growing list of Western

together. The addition of Utah to the "Western Regional Climate Action Initiative"
was framed as a big deal by the administration, mainly because it was
finally another Republican joining Schwarzenegger (the four other
governors who have signed on were Democrats).
