Dartmouth Enviro Science Professor Michael K. Dorsey did a nice job in Sunday's LA Times stating the case against cap and trade as a policy to curb greenhouse gases. He says the book on Europe's cap and trade system under Kyoto so far is that, 1) It didn't reduce carbon emissions and 2) It created windfall profits for the heaviest polluters.
